fa مالکیت عمومی و حکمرانی شرکتی؛ بازتعریف نقش دولت و مردم در اداره شرکت‌های شبه‌دولتی تخصصي Special پژوهشي Research <div style="text-align: justify;"><span style="font-size:14px;"><span style="font-family:IRANyekan;"><span style="line-height:normal"><span style="direction:rtl"><span style="unicode-bidi:embed"><span lang="FA"><span b="" mitra="">شرکت‌های شبه‌دولتی در ایران به دلیل تداخل نقش‌های دولت به عنوان مالک، تنظیم‌گر و مجری، با چالش‌های جدی در حکمرانی شرکتی مواجه هستند. این پژوهش با رویکرد ترکیبی (کیفی-کمی) و استفاده از پرسشنامه پیمایشی از ۶۰ کارشناس، وضعیت موجود حکمرانی این شرکت‌ها را ارزیابی و پیشنهادهایی برای بازتعریف نقش دولت (حرکت به سمت تنظیم‌گری هوشمند) و افزایش نقش مردم و جامعه مدنی ارائه می‌دهد. یافته‌ها نشان‌دهنده وضعیت ضعیف در شفافیت اطلاعات (میانگین ۲.۱۳)، نقش‌آفرینی مردم (میانگین ۲.۱۷) و کارایی اقتصادی (میانگین ۲.۲۶) است. در مقابل، توافق قوی با حذف تدریجی انحصارها (میانگین ۴.۰۹)، نقش رسانه‌ها (میانگین ۴.۰۹) و دسترسی به اطلاعات (میانگین ۴.۰۴) مشاهده شد. پیشنهاد اصلی شامل تأسیس نهاد مالکیت مستقل با سازوکارهای ضدفساد قوی، الزام قانونی شفافیت حداکثری، ایجاد شوراهای نظارت مدنی و ارزیابی عملکرد مدیران بر اساس شاخص‌های ترکیبی مالی-اجتماعی است. این پژوهش می‌تواند مبنایی برای سیاست‌گذاری در جهت بهبود بهره‌وری، پاسخگویی و رقابت‌پذیری شرکت‌های شبه‌دولتی باشد. </span></span></span></span></span><br> &nbsp;</span></span></div> <span style="font-size:11pt"><span style="line-height:normal"><span style="font-family:Calibri,sans-serif"><span style="font-size:10.0pt"><span new="" roman="" style="font-family:" times=""><span style="color:black">Quasi-state enterprises in Iran face serious corporate governance challenges due to overlapping government roles as owner, regulator, and operator. This mixed-methods study, based on a survey of 60 experts, evaluates the current governance status and proposes redefining the state&#39;s role (shift to smart regulation) and enhancing public and civil society participation. Findings reveal poor performance in transparency (mean 2.13), public role (mean 2.17), and economic efficiency (mean 2.26), while strong agreement exists for eliminating monopolies (mean 4.09), media oversight (mean 4.09), and public access to information (mean 4.04). Key recommendations include establishing an independent state ownership entity with anti-corruption safeguards, mandatory full transparency, civil oversight councils, and hybrid performance evaluation.
