fa تبیین پیوند ناترازی فیزیکی انرژی و ناپایداری ساختاری بدهی با رهیافت عدالت بین‌نسلی Explaining the Nexus Between Physical Energy Imbalance and Structural Debt Instability: An Intergenerational Justice Approach تخصصي Special پژوهشي Research <h3 data-pm-slice="1 1 []" style="text-align: justify;">پژوهش حاضر با هدف تبیین پیوند نظام‌مند میان ناترازی فیزیکی گاز طبیعی و ناپایداری مالی دولت در ایران با مد نظر قرار دادن عدالت بین‌نسلی انجام شده است. روش تحقیق بر طراحی آمیخته اکتشافی ترتیبی استوار است که در فاز کیفی، با تحلیل محتوای جهت‌دار ۲۰۴ کد استخراج‌شده از اسناد تفریغ بودجه و قوانین برنامه‌های پنجم تا هفتم توسعه، الگوی پیوند متغیرها استخراج گردید. در فاز کمی، با استفاده از مدل پایداری بدهی، اثر ناترازی فیزیکی بر دیفرانسیل نرخ بهره-رشد و پویایی نسبت بدهی به تولید مورد آزمون قرار گرفت. یافته‌های کدگذاری حاکی از ظهور پارادایم مالی‌سازی ناترازی‌های فیزیکی است که از طریق ایست تولیدی اجباری صنایع و تخلیه ذخایر استراتژیک صندوق توسعه ملی، منجر به انباشت بدهی‌های ضمنی شده است. نتایج بخش کمی نشان داد که ناترازی انرژی با سرکوب نرخ رشد تولید ناخالص داخلی و افزایش هزینه‌های جایگزینی سوخت، موجب واگرایی نسبت بدهی دولت در افق ۱۴۰۵ می‌گردد؛ به طوری که سهم بودجه‌های عمرانی از ۱۸ به ۱۲ درصد تقلیل یافته و پایداری مالی بلندمدت فدای تراز میان‌مدت شده است. نتیجه‌گیری راهبردی تحقیق نشان می‌دهد که بدون اصلاح حکمرانی انرژی، سیاست‌های پولی قادر به مهار بدهی‌ها نخواهند بود. ارزش این پژوهش در ارائه مدل یکپارچه‌ای است که برای نخستین بار ناترازی فیزیکی انرژی را به عنوان پیشران اصلی ناپایداری ساختاری بدهی و فرسایش حقوق بین‌نسلی در اقتصاد ایران معرفی می‌نماید.</h3> <h3 data-pm-slice="1 1 []" style="text-align: justify;">This study aims to explain the systematic nexus between physical natural gas imbalances and the government's fiscal instability in Iran, adopting an intergenerational justice perspective. The research methodology is based on an exploratory sequential mixed-methods design. In the qualitative phase, using directed content analysis of 204 codes extracted from budget audit reports and the 5th to 7th Development Plans, the linkage pattern between variables was identified. In the quantitative phase, the impact of physical imbalances on the interest-growth differential and public debt-to-GDP dynamics was tested using the debt sustainability model. Qualitative findings reveal the emergence of a financialization of physical imbalances paradigm, where mandatory industrial production halts and the depletion of the National Development Fund’s strategic reserves have led to the accumulation of implicit debts. Quantitative results indicate that energy imbalances, by suppressing GDP growth and increasing fuel replacement costs, lead to a divergence in the debt-to-GDP ratio by the 2026 horizon. Consequently, the share of development budgets has declined from 18% to 12%, sacrificing long-term fiscal sustainability for medium-term budgetary balance. The strategic conclusion suggests that without reforming energy governance, monetary policies alone cannot curb debt growth.
