fa تحلیل ساختاری مبتنی بر شفافیت و پاسخگویی در راستای تحقق عدالت بین‌نسلی در صندوق‌های بازنشستگی ایران Structural analysis based on transparency and accountability towards achieving intergenerational justice in Iranian pension funds تخصصي Special پژوهشي Research <div style="text-align: justify;">هدف: این پژوهش با هدف تحلیل رابطه بین حکمرانی (با مؤلفه‌های شفافیت مالی و پاسخ‌گویی نهادی) و تحقق عدالت بین‌نسلی در صندوق‌های بازنشستگی ایران انجام شده است. روش: مطالعه حاضر توصیفی-تحلیلی و از نوع مطالعات ثانویه است. جامعه آماری شامل ۲۱ صندوق بازنشستگی بااهمیت کشور است که بیش از ۷۹ درصد از پوشش جمعیتی نظام بازنشستگی را شامل می شودد. داده‌ها از گزارش‌های صورتهای مالی، اسناد بالادستی و حکمرانی و آمارهای رسمی مرکز آمار و بانک مرکزی گردآوری و با استفاده از تحلیل رگرسیون خطی چند متغیره مورد آزمون قرار گرفتند. شاخص عدالت بین‌نسلی به عنوان متغیر وابسته در نظر گرفته شد. یافته‌ها: یافته‌ها نشان داد که هر دو متغیر شفافیت مالی و پاسخ‌گویی نهادی تأثیر مثبت و معناداری بر افزایش عدالت بین‌نسلی دارند. همچنین، نقش تعدیل‌گر پاسخ‌گویی در تقویت رابطه شفافیت و عدالت تأیید گردید. از بین متغیرهای کنترل، نسبت دارایی به بدهی و نسبت شاغل به بازنشسته قوی‌ترین تأثیر مثبت را نشان دادند. در مقابل، وابستگی به بودجه دولت و تمرکز نهادی (تعداد انتصابات مدیریتی) دارای اثر منفی و معنادار بر عدالت بین‌نسلی بودند. میانگین پایین شفافیت و پاسخ‌گویی نهادی بیانگر شکاف عمیق این صندوق‌ها با استانداردهای حکمرانی خوب است. نتیجه‌گیری: راه‌حل پایدار بحران صندوق های بازنشستگی، نه در تزریق‌های مقطعی، بلکه در اصلاحات ساختاری سه‌گانه نهفته است: ۱) الزام به شفافیت اجباری و انتشار گزارش‌های اکچوئری مستقل، ۲) تحول حکمرانی با تقویت استقلال نهادی و نظارت تخصصی، و ۳) اجرای برنامه زمان‌بندی‌شده برای اصلاح پارامترهای مالی و جمعیتی. این اصلاحات برای بازیابی اعتماد نسل جوان و تحقق عدالت بین‌نسلی ضروری است.  </div> Objective: This study aims to analyze the relationship between governance (with the components of financial transparency and institutional accountability) and the realization of intergenerational justice in Iranian pension funds. Method: The present study is descriptive-analytical and a secondary study. The statistical population includes 21 important pension funds in the country, which cover more than 79 percent of the population coverage of the pension system. Data were collected from financial statements, upstream and governance documents, and official statistics from the Statistics Center and the Central Bank and were tested using multivariate linear regression analysis. The intergenerational justice index was considered as the dependent variable. Findings: The findings showed that both financial transparency and institutional accountability variables have a positive and significant effect on increasing intergenerational justice. Also, the moderating role of accountability in strengthening the relationship between transparency and justice was confirmed. Among the control variables, the asset-liability ratio and the employed-to-retired ratio showed the strongest positive effect. In contrast, dependence on government budget and institutional concentration (number of managerial appointments) had a significant and negative effect on intergenerational justice. The low average of institutional transparency and accountability indicates a deep gap between these funds and good governance standards. Conclusion:. The sustainable solution lies not in ad hoc injections, but in three structural reforms: 1) mandatory transparency and publication of independent actuarial reports, 2) governance transformation by strengthening institutional independence and expert oversight, and 3) implementation of a time-bound program to reform financial and demographic parameters.
