Determinants of Effective Real-Time Oversight in Safeguarding Public Wealth: The Role of Data Governance, Digital Internal Controls, and Security and Legal Considerations

Safeguarding public wealth and preventing financial corruption in modern governance requires a transition from traditional, retrospective oversight to intelligent, real-time oversight. In this regard, the present study aims to identify and explain the determinants of effective real-time oversight in safeguarding public wealth, with a particular focus on the role of data governance, digital internal controls, and security and legal considerations. This research is applied in terms of purpose and descriptive-survey in terms of method. The data collection instrument was a specialized questionnaire comprising 30 items across seven components: data governance, systems integration, effectiveness of systemic internal controls, digital competence, management support, information security, and oversight effectiveness. Data were collected from financial and supervisory experts and managers, and the reliability of the instrument was confirmed by a Cronbach’s alpha of 0.95. To test the hypotheses and evaluate the conceptual model, multiple regression analysis and correlation tests were conducted using the Python programming environment. The findings revealed that the research model possesses high explanatory power, with a coefficient of determination (R²) of 0.76. Moreover, the results indicate that data governance and quality, the maturity of digital internal controls, and information security and legal considerations exert a positive and significant effect on the effectiveness of real-time oversight, thereby facilitating the strengthening of the protection of public wealth. In contrast, the direct effect of auditors’ digital competence was not significant in the presence of other structural variables. Accordingly, the establishment of effective real-time oversight depends less on individual capabilities and more on the provision of adequate data, control, security, and legal infrastructures.
