This article seeks to review construction plans and financial supervision. Construction projects occupy a major part of the financial and public resources of the country, which in the definition of the budget in Article 1 of the country's public accounting law can be considered in the income and expenditure section, and in the form of the budget in both the income and expenditure sections. It can play a role, but the main purpose of this research is related to the second part, i.e., expenses for construction projects in financial supervision implemented in laws and regulations
