The unsuitable size of the administrative system in different societies will cause several consequences for that society, such as increasing parallel working, intensifying bureaucracy also, increasing administrative and economic corruption. In many cases, multiple parallel working have reduced the efficiency and effectiveness of processes in the administrative system, due to wasting resources. The existence of devices with parallel and aligned tasks, can impose huge costs on the government, and prevent the implementation of a resistant economy in the country, through creating consequences similar to the irrational size of the government -including increasing bureaucracy, inefficiency, prolonging the administrative hierarchy incoherence of organizations, Interfering the tasks, and creating problems in decision-making occasions. Therefore, in many developing societies, "rationalizing the government size" and "eliminating the parallel and unnecessary devices" can be considered one of the most important needs, in order to reform the structure and solve the fundamental problems. It is effective. Results of this research confirm several parallel working types in 8 directions, which in many cases has been an obstacle in the way of streamlining government size.
