The extent of authorization of the parliament in approving the budget bill in the light of the opinions of the Negahban Council

The increase in the government's expenses and income due to the expansion of its interventions in the social and economic fields in order to manage the public affairs of the society has made it necessary to "execute people's control" especially through the representatives of the parliament on the government's income and expenses as one of the indicators of good governance, which is important. In Iran's budget law system, it takes place in the stages of "examination and approval" and "monitoring the implementation" of the budget. The budget basically includes the forecast of revenues and expenses for the future, which may change in these forecasts; For this reason, the need to modify it is raised throughout the year.
The creation of problems due to the uncertainty of the limits of exercising these powers in terms of the exclusive competence of the government in preparing and regulating the budget bill, has forced the basic court to provide interpretations to determine the extent of the approval authority of the parliament, which implies the acceptance of the model of limited powers among other models of applying the amendment of the bill. There is a budget in the legal systems, which in this research tries to analyze the votes of the Negahban Council while referring to the mentioned patterns. |
